American Civil War 2000

The year is 2005, two years ago nuclear bombs were detonated in New York and Washington D.C. A fourth bomb was planned for Chicago and a fifth in Los Angeles, both failed to detonate due to the heroic efforts of Americans on the ground. In the proceeding days, the US government collapsed and from the chaos the Governor of Illinois, Rodney Blagoyevich seized the Presidency and reformed the US government, with Chicago as the new capital of the country. The attacks were blamed on South American terrorist forces and the US, already engaged in two wars in the Middle East, began multiple wars in South and Central America in the name of revenge.
These wars were deeply unpopular with the southern and western states, as tens and then hundreds of thousands of their sons were sent to die in the jungles and mountains of South America. The Blagoyevich government, seen as illegitimate by many, did little to ingratiate itself to American citizens as it deployed more and more of its military might abroad in their mission for revenge.
In June of 2005, California’s governor Arnold Schwarzenegger declared California an independent republic, and claimed the Federal government of Blagojevich illegitimate. Spurred by the senseless loss of US soldiers in endless fighting in South America, all states west of the Mississippi besides Missouri and Texas joined Governor Schwarzenegger, in the now renamed Western American Republic(WAR). Blagojevich declared WAR an insurrection and threatened WAR with war if they did not formally recognize US sovereignty. Blagojevich gave WAR until August 1st to submit. In the chaos of this rapidly deteriorating situation Texas declared itself neutral in any potential conflict, followed swiftly by the Southern US states, Virginia, Kentucky and those south of them joining in the Neutral Southern Alliance(NSA).
Missouri decided to hold a referendum vote on July 30th of whether to join WAR or the US, things quickly deteriorated as those who supported either side flooded the state and violence broke out. “Bleeding Missouri” is likely to lead to the spark of outright civil war, and has vowed to join the opposing side, should either WAR or the USA violate their sovereignty.
With over a half dozen conflicts in the Middle East and South America, the US is limited in what military might it can bring home, and the airforce is largely understood to be non-viable as the preponderance of its resources are abroad, either spent or actively engaged; and the civil air defenses are such that their use is unfeasible inside the former US.

Starting Situation:
The game starts July 1st, 2005.

Players are to select US Governors and participate as states and their—primarily militia– military forces in either the Western, or Northeastern, former US states.

Both sides are expected to develop militia forces in the month preceding open conflict, as Missouri deliberates their referendum and Blago’s ultimatum expires August 1st. The frontline will extend along the Mississippi River opposing Wisconsin and Illinois.

Air forces are considered irrelevant for this simulation.

Both sides start with a limited number of Army Regulars, the best and most veteran fighting forces of each side. Both start in their capitals, Los Angeles and Chicago. While California starts with more initially, Illinois is able to withdraw more from their other conflicts as time progresses, and theirs are closer to the initial frontlines.

Rock Island Arsenal, in the middle of the Mississippi River in the Quad Cities is the only place in the US where artillery is manufactured, as such neither side can build additional artillery battalions until it is held by their side for a whole month.

Due to mismanagement of the US foreign conflicts, armored units have been severely depleted and the remainder are deployed abroad, inaccessible within the scope of the game.

State Guard require two months of training.


Victory conditions:
If Chicago is captured by WAR, their government will be recognized internationally as legitimate.
If Omaha is captured by the USA, Canada has promised to join the US conflict, provided they are granted minor territorial concessions that were pre-agreed upon.

This game has no real substance or balance, and I wrote it off a drunk memory from a game I ran almost fifteen years ago in college.
