M. Decius Bellicus rises to his feet, waiting for the applause to die down after the passing of the momentous treaty he looks around, nodding to his supporters before addressing the Senate

"Now that the affairs of state are concluded for the moment, I believe that the esteemed G. Quinctilius Varus wished to entertain the Senate with a comedic routine involving myself and a judicial proceeding."
He is a proconsul of Rome.

Albinovanus Fango finished tallying the votes and writing down the result into a scroll. He then listened to Senator Decius Bellicus invite discussion into the accusations and rose to his feet.

"Though we have further important business to discuss during this session, I will allow discussion on this matter. I invite Senator Quinctilius Varus to address the Senate with his grievances."

Conscript Fathers,

I will forgive our good Consul Domitius Corbulo his seeming confusion considering the vim with which he must be possessed to have passed such historic diplomacy.

There is nothing more to discuss. I have brought extremely grave charges against Decius Bellicus for failing to uphold his duties to the Republic, charges which he mocks now and views with humor. I hope he retains that good humor when he is cast disgraced from the city walls.

A judge will be selected according to our customs and a jury assembled. I have strong evidence which proves Bellicus' willful refusal to obey a direct edict made with the highest Imperium, I have corroborating witnesses of the highest moral caliber and the supporting testimony of Proconsul Cassius Vecellinus. An edict which painfully delineates his punishment for failing to abide by it.

Confusion washed acros Albinovanus Fango's face. He took a moment to look around puzzled before returning to Quinctilius Varus.

"For what will we be forgiving Consul Domitius Corbulo, sir? Has he returned from Hispania without my knowledge?

If there is nothing else on this matter I would like to continue to the next article of business. I have received reports of great victories coming out of Liguria and Hispania. Consul Claudius Nero has brought under his heel no fewer than nine barbarous and uncivilized tribes in the region. These tribes, previously allies of the criminal Hannibal, have been made allies and tributaries of Rome. Consul Claudius Nero has ferociously avenged the Romans lost in Genua, Placentia, and Cremona. Under his command, his army has slain over 40,000 tribal warriors in the name of Rome. As the campaign season is drawing to a close, he has reported his army will be returning to Rome shortly.

I can happily report in Hispania news has been much the same. Consul Domitius Corbulo has brought a swift conclusion to the war with the Ilergetes with the diplomatic assistance of Governor Fabius Maximus. The Ilergettes, now allies of Rome, will be added to the province of Hispania Citerior and taxed as such. He then marched his army across Hispania, illuminating the darkness in the barbarian's hearts with the light of the Gods. Consul Domitius Corbulo next brought under the banner of the Republic the Carpetani, Turduli, and Celtici tribes. The Celtici have also been made allies of Rome and will provide taxation and tribute. The aforementioned three tribes will be administered from Hispania Ulterior. All told, Consul Domitius Corbulo very nearly doubled the size of Roman holdings in Hispania and took control of many silver mines worth many thousands of Denarii.

With this in mind, I propose that these two men receive large triumphs upon their triumphant return to Rome. In addition to this, due to the extreme lengths our Consuls have gone to in the pursuit of furthering the interests and strength of our Republic, I propose an additional level of veneration. I propose that the successes of this year be forever ingrained in the history of these two great men with the Agnomens of "Hispanicus" and "Liguricus" awarded to Consuls Domitius Corbulo and Claudius Nero respectively."

Titus Furius Pavo, the former Consul and man known to be well-spoken, motioned to speak and rose solemnly.

Conscript Fathers,

I believe these two Consuls have been too modest in their reports. These military victories, as vast and as component as they are, are sufficient for Triumphs alone. Yet these campaigns are not the only achievement of these men. In these very halls, this Senate approved a treaty with the Seleucid Empire that shored up the fringes of our influence and promised peace for potentially years to come. But above all else, without a drop of blood shed for it, these two Consuls have secured Hannibal in chains!

This is the very Carthaginian who butchered thousands of Romans without mercy and terrorized Rome itself! Has our people ever known a more vile enemy since the times of Brennus?

Through their cunning, their wisdom, and their military skill, Consul Domitius Corbulo and Consul Claudius Nero have finally ended the Second Punic War in totality. Carthage’s last major allies have been scattered or forced to submit. Hannibal is now in our hands, to finally receive the justice so long deserved. And without any demands for reinforcements or pleading for more support.

As one who also lead the campaign against Nabis and his Spartan forces, I can say without hesitation say that it takes a true Roman to both achieve victory by the sword and through the skill of diplomacy. These Consuls have masterfully done both.

I pledge my full support for these men to receive Large Triumphs for their service to our Republic.
