We meet once again today in our beloved Curia Hostilia for yet another Senate session; with your cooperation I expect it to be productive and in keeping with the best traditions of our Republic.

Sources tell me that my colleague, Titus Furius Pavo, has secured a most glorious victory over the tyrant of Sparta and firmly restored Roman honor in that region after it had been injured by Nabis. It is my pleasure, and great privilege, to invite him to address the Curia and provide a curt summary of his campaign and achievements in Greece.
Any other man would've bragged publicly of his feat and sought recognition for his achievements but not Titus Furius Pavo; indeed, I'm told that the vessels that have brought the war spoils to Rome have had difficulty accomodating the weight of the gold, precious arts and new slaves that he has secure. With one fell swoop, as you shall shortly see, he has rolled back our financial woes several years.
Upon the conclusion of a short period of debate I will move that we vote on a Large Triumph for Rome's new Scourge of Sparta.
Tacitus's proxy would give a brief report for Sardinia.
"There's not much to add for Sardinia and Corsica. It's been calm and quiet since his last report. He's sent his scribae to look into a potential northwestern Sardinia colonia site in the coming years but that won't be finished until the next consular year."
The proxy for Lucretius Tricipitinus signaled his support at the mention of a triumph

I have a report to give on Hispania Ulterior, from the Proconsul M. Decius Bellicus.
The security situation in the province remains unchanged, the lack of support from the Senate to a degree necessary has meant that any efforts to pacify the hostile tribes in and around Roman territory was unable to be done militarily and attempts at diplomacy would not have borne fruit without significant expenditures of Roman coin. To this end, the lack of any sort of incursion by barbarian forces into the territory is considered a success by the Proconsul, but without the support of the Senate or regional allies, he thinks there is much work yet for a future magistrate or Consul to do.
Economically speaking, the Proconsul has successfully completed his promise to increase the bounty of economic opportunity within the province. More mines are being expanded and optimized, roads are being constructed and temples to the glory of Mars are being constructed throughout the province. Already, Hispania Ulterior is one of the largest opportunities to be had, in terms of economic opportunity, within the Republic and the Proconsul has more than lived up to his promise to continue to grow the size of the tributes and taxes that she shall provide.

When it was time, the proxy for Consul Furius Pavo rose to address the Senate.
Conscript Fathers and Honorable Consul Gaius Cassius Vecellinus. The legions of victorious Rome are nearing the city with Consul Titus Furius Pavo with them. In Greece, our armies drove the Spartans from the field in equal battle and captured two cities, one being Sparta herself. It is with great honor that on the Consul's behalf, I present to you the treaty negotiated with Nabis of Sparta upon his total defeat.
Treaty of Sparta with Rome and her Grecian Allies
1. Argos is now a liberated and free independent state.
2. All Argive soldiers in Nabis' army are allowed to return home.
3. Nabis shall remain in power, Sparta an independent state.
4. The coastal Laconian cities will be given independence and the Spartan fleet shall be divided evenly between them.
5. Sparta shall promise to pay a warn indemnity of 300,000 for the next 8 years.
6. All alliances with Cretan cities are voided and Sparta shall not enter into any new alliances with Cretan cities.
7. Any woman who was married to an ex-helot but whose husband was in exile to join him
8. Nabis shall surrender to Rome five hostages, including his son, to guarantee the terms of this treaty.
It the Consul's wish that this treaty be supported by the Senate and approved by their power. On a final note, the army's slow return has been obvious to everyone in Rome. The baggage returned from Sparta has been simply too immense to carry quickly. Including the tribute of 300,000 denarii over the next 8 years, Consul Furius Pavo secured 3,000,000 denarii to be directly deposited into the treasury upon arrival to the city.

Quintus Quintius Quietus, proxy for Gaius Quinctilius Varus, rose to speak. The good humor usually expressed on his face gone, replaced by frustration.

It has already been made known to this august assembly that Quinctilius Varus has done much as governor for Hispania Citerior. Exacting tribute from the tribal allies, expanding the harbor and markets of Nova Carthago. In endless service to the Republic and the very avatar of a Roman, Varus generously financed a bath house for the burgeoning city of Nova Carthago, that the people there may enjoy what truly makes us Roman!
With his mandate clear, Varus reached out to tribes on the border of the province, and engaged in diplomacy with the Ceretani, leading to them declaring themselves friends of Rome.
But good Senators, all of this is well known. What is not well known is that the good and honorable Gaius Quinctilius Varus still sits encamped on the border of the Ilergetes awaiting the arrival of Decius Bellicus and his legion!
Honorable Quinctilius Varus has been abandoned and left legally hamstrung after a declaration of war was made against the Ilergetes. Thanks to the decree of our Consul Cassius Vecellinus, honorable Quinctilius Varus is forbidden from prosecuting a war without Decius Bellicus. Unable to leave the border now that the Ilergetai know of this conflict and threaten us with grievous injury if left unguarded, honorable Quinctilius Varus has been left encamped for nine months! After sitting all campaign season, honorable Varus has stopped shaving his beard in mourning of the state of the Republic, to take months approving the conflict only to legally prevent him from then winning it.
Quinctilius Varus shames Decius Bellicus, to break an edict, a decree, with lawful backing and still to prattle on for your lack of support? You disgust me.
Quinctilius Varus further expresses his displeasure with the fact that Consul Cassius Vecellinus never rectified the situation, after being made clear of it. He once again voices his disapproval that there was any decree of any kind made in the first place.
My good, dear, and honorable friend Varus finally wishes to let this august body know that while he mourns for the betrayal of the Republic by the machinations of some men, Quinctilius Varus will continue to fulfill his duties legally and honorably. A true Roman of law and order, Varus will stand guard against the Ilergetes until next campaign season, or another is granted Imperium and arrives to replace him.
