Consul Decius Bellicus convenes the Senate to discuss the selection of provincial governors.

“Members of the Senate, let us now decide the course of the leadership of the provinces for the next year. The first item to discuss is should we extend any governors for another term? Next we shall discuss, if any are not extended, who we wish to serve as their replacement.

Should none be extended these would be my recommended selections for consideration.

Proconsul Sicily - Amulius Valerius Marius
Propraetor Sardinia et Corsica - Proculus Lucius Regulus
Extension of Hispania Ulterior for one year
Propraetor of Hispania Citerior - Allectus Fabius Maximus

The floor is open.”

I exercise my consular veto on the entire motion for reasons for the extension of Hispania Ulterior and the lack of consultation with me in the proposal of the candidates.

As Domitius Corbulo is currently deep within the tribal hinterlands of Hispania Ulterior continuing to put down the tribal enemies of the Republic, it only makes sense for this August body to offer him Prorogatio. He has done with one Legion what others said could not be done with more. He is a true Roman and the gold that flows into our treasury from Hispania Ulterior speaks for itself. With an extension to his term, Domitius Corbulo would push the borders of our Republic further into land containing mineral wealth hitherto unseen in our Republic's history. In his short time in Hispania he has garnered a reputation amongst the tribal warlords as a feared and undefeated commander.

I also support the other nominations put forward by our new Consul. They are all honorable men who have proven themselves to be worthy of the task."

Here is a more reasonable proposal that will garner no objections:

Propraetor Sicily - Marcus Silvius Pastor
Propraetor Sardinia et Corsica - Proculus Lucius Regulus
Proconsul Hispania Ulterior: Amulius Valerius Marius
Propraetor of Hispania Citerior - Allectus Fabius Maximus

This is a most unusual veto…one of a suggestion…no motion was put forth…makes me wonder why my opinion is being vetoed without any debate or discussion…most unusual indeed.

"Is this how you intend to govern, Consul? By vetoing away any discussion of candidates put forward by Consul Decius Bellicus? Did you not run for Consul on a platform of honor and cooperation? We have not elected you dictator, sir!"

Your master’s term has expired and he should return to Rome to serve in the Senate. It is time for an experienced Proconsul to take command of the campaign in Hispania, one whom has already won a great triumph and can advance the glory of Rome.
