"There are just one more thing of note to add.
While this punitive expedition has stabilized the morale of the province, it has not restored it to anywhere near pre-raid levels. He would strongly recommend maintaining the socii legion in the province for its year long term if only to reassure the people in the province."

"What of the money stolen from the hands of Roman citizens? What about the utter lack of punishing the attack on the capital of the province? This report seems like it is mostly incomplete on the questions that arose from that province. Indeed, it seems like it is meant to just quickly resolve this issue and not worry about the very troublesome precedent that it could set.
"In fact, I seem to recall the former Propraetor telling this very body that everything had been handled during his term, yet we're now told the new Propraetor had to go in and resolve the conflict on his own. So by the very nature of that aspect of the report, it calls into doubt the veracity of all testimony, or lack thereof, given by the former Propraetor."

While it is good to hear the Sardinian affair has nearly come to its end thanks to the efforts of Propraetor Caesonius Tacitus, I would be remiss if I didn’t share the concerns Legate Lucretius Tricipitinus has. The previous Propreator had kept Rome in the dark, had extorted funds from fellow citizens and yet continues to obscure facts on the matter.
A proper accounting of funds is in order. A proper accounting of the affairs is in order. And a message should be sent that when the Senate asks for pertinent information, we not be ignored nor dismissed!

I am in full agreement with Proconsul Decius Bellicus and Legate Lucretius Tricipitinus. I wish to hear a more detailed accounting and telling of the happenings and circumstances surrounding the barbarian incursion into Roman lands on Sardinia from the former Propraetor himself, Senator Proculus Lucius Regulus. Specifically with why he chose to only muster half of his available militia forces and then have a proxy to claim in these very halls that every thing was all well and good when we are now being told by Propraetor Caesonius Tacitus he is fully handling the situation himself. What exactly was the good Lucius Regulus doing for all these months?

"I am a bit confused on what I'm supposed to clarify so I will go over the chain of events as the records of the province show.
First, Caralitani Tribe launched their raid unprovoked.
Second, the previous governor raised 30,000 Denarii worth of militia when he had 60,000 Denarii in the province stockpile.
Third, he was defeated.
Forth, he raised 45,000 Denarii in an 'emergency levy tax'.
Fifth, he used that to raise three more militia units and an auxiliary cavalry. He also gave 1,000 Denarii in gifts to surrounding tribes so they would not join in the revolt.
Sixth, he defeated the Caralitani Tribe and they fled into the mountains.
Seventh, he gave 14,000 Denarii and the proceeds of 31 captured barbarians to those who suffered from the raids.
Eighth; Propraetor Caesonius Tacitus, after consulting with the consuls, decided to embark on a punitive expedition to the Caralitani Tribe who raided last year with the Socii legion.
Ninth, Caralitani Tribe surrendered and sworn fealty to Rome with the terms that were previously mentioned.
Tenth, Propraetor Caesonius Tacitus and the socii legion returned from the campaign with a hostage and captured raid leader. Said raid leader was executated.
Please inform me if there is anything in this chain of events that you do not understand. "

Could the propraetor in question have done anything else in the minds of this body? Endless tightening of purse strings made him hesitant to spend more than the minimum on defense and the price was paid. Has not good Decius Bellicus proxy been
insistent beyond all rational measure that Rome has failed to adequately provide for its defense in a time of war?
I have heard word from my good and noble friend Quinctilius Varus that Hispania is capable of raising their own Socii Ala. With that knowledge and with the revelations of this report, I'd like to propose we raise a new legion to send to aid Sardinia in stamping out these murderous barbarians once and for all. Furthermore I propose we raise an additional, local, Socii for both of the Hispanian governors, so they may more assuredly express the might of Rome both in it's defense and any potential.
We must put an end to this perpetual bemoaning of expenditures, support this bill!

"To answer the question put forth. Yes, there is much more that could have been done. By my quick calculations, it would appear that the Propraetor levied an emergency tax to spend the denarii that he should've spent
when his capital was attacked and was then forced to throw denarii at the citizenry and even the tribes around him to make sure that his show of weakness was not acted upon. I eagerly await the former Propraetor's report and answer for the blatant lies told on his behalf on this very floor.
"As to the bill put forward, it seems to be ignorant of the fact that the current Propraetor has already routed the rebelling forces against them and has executed their leader in the name of the Roman Republic."
