Naval IC rules have been rewritten, but the content is not changed, the language is just clearer. Also the listings in your finance threads for IC/HIC are not changed, but more clearly convey how much you have.

I do remember that being a thing, at least for ships.
That said, arms sales are a bit of a shit or get off the pot situation.
