This bill stipulates provinces must set aside 250,000 denarii. Knowing from my term as Propraetor of Sardinia et Corsica, that is the entire yearly revenue of that province. Rome has a treasury for this exact purpose, and providing for the provinces out of the treasury would not lock away one million denarii that could not be spent on other things.
I must vote NAY.

During the early stages of the voting I was presented a motion by Gaius Claudius Nero which, I believe, has significant merit. The motion that he proposes is the following:
LEX PRO DEFENSIONE PROVINCIARUM (Law for Provincial Defence)
Sponsor: Gaius Claudius Nero
RECOGNIZING the need to preserve the treasury of the Republic, while also ensuring the safety of the provinces of Hispania is maintained;
Be it enacted by the Senate of the Roman Republic in the Curia Hostilia assembled,
I. The defences of the provinces of Hispania will each be limited to 1 Socii legion in times of peace, and 2 in times of war, formal or informal.
II. An informal war would constitute an incursion by a external threat into Republican, or Republican allied lands, without a declaration of war.
III. The Promagistrates assigned to govern the provinces of Hispania will, as per the Imperium granted to them, have the right to conduct diplomacy, warfare and barter with the tribes neighboring their province, provided it is for the betterment of the province and the Republic as a whole.
IV. In the event of a threat to the provinces that are outside the means of the Promagistrates to effectively combat on their own, a Consul or non-governing Proconsul will be elected to lead an army raised from Rome to fight and eliminate the threat. The Promagistrate may join this army to support the war effort with their forces.
V. The present law will take effect on the consular year of 193BC onwards.
