I cannot in good faith doom the Roman citizens and native subjects living in either of the Hispanias to certain death. In addition to the lives lost, I think no one has thought of the Roman economy - the Hispanias are the most bountiful provinces in our Republic, and the loss of one would deal immeasurable damage to our fine nation. This mindless frugality will lead to less money in our coffers in the long run. The proposition is profoundly stupid.

Primus Proximus Maximus stands to speak then votes

Why we would vote on continuing a discussion is beyond me but I would like to see how this discussion pans out and what this “military region” would entail.

Quintus Quintius Quietus rose to his feet, a proud smile on his face as he heard the words that a vote was to occur. His expression changed to one of shocked indignation and confusion.

Conscript Fathers,

The Consul stated we were to imminently vote on formal approval for conflict with the Ilergetes, a tribe which my good friend Quinctilius Varus is ready to fight to the death for the advancement of the Republic and which he now is encamped within striking distance of, simply awaiting word of approval from the Senate. I must now inform him that after days of discussion in the Senate, we are now voting to see if we discuss who even commands the armies of Hispania? Consul your actions confuse me, I must vote against whatever this is.

While I am against the idea of merging the provinces, I will vote Aye to continue a discussion on this topic.
