I find no fault in the suggested governors, without Prorogatio extended these men are most worthy of station and elevated I believe we would see them serve Mother Rome faithfully. As former Consul Valerius Marius has noted, however, Fabius Maximus is away on diplomatic mission. Under such conditions I would nominate former Consul Claudius Marcellus to fill the vacancy.

Is it not true that a Consul may only veto a motion? Consul Decius Bellicus had not made a motion, therefore Consul Aurelius Cotta's veto was premature and inappropriate. Consul Decius Bellicus was merely suggesting candidates for discussion.

Typically, this is correct. However, if the Consul is certain to veto any motion with the topic he disagrees with, one could argue until they are blue in the face and see no gain.

If we are to make Senator Valerius Marius the proconsul of Hispania Ulterior, I find it difficult for a man of even his renown to be able to accomplish both the task of protecting our territories in H.Ulterior and also managing it from the field among hostile natives. It seems to me it would be far more prudent to allow Propraetor Domitius Corbulo an extension of his term given his proven ability to manage the finances of the province as well as quell the local rebellion of barbarians that rose up against Rome. As such, Propraetor Domitius Corbulo can have an extension of his imperium while Senator Valerius Marius can be made proconsul with fresh legions to combat the barbarians.
